This ain't a bug. It is just not implemented. Dunno when.

I hope to be able to join a game after it has started is fixed soon, I may use this instead of Legacy for my DC3coop.wad until Legacy bugs are fixed.

TMK, ZDOOM does not support the client/server model, since it is not programmed into ZDOOM.
Randy had mentioned in an earlier thread, that this is not one of his priorities.

The only ZDOOM-based implementation of the c/s model is present in ZDaemon.

Yes, ZDoom has completely different netcode (AFAIK), so It probably will take a LOT of messing around to get that in, and Randy probably doesn't have it at the top of his priority list.

Also, there IS a networking forum, now. Use it well.

In-game joining on a peer-to-peer networking model is hard to implement and Randy has other stuff to do in ZDoom. But yes, it's possible, Legacy has it and, hey, Descent had this in like what? 1995?

CSDoom was the predecessor of ZDaemon and Skull Tag is basically a very big mod of ZDaemon.

No it didn't. Descent used a lobby system to setup the game. While you were doing that, anyone could join and leave. Once the game started, you couldn't join anymore.
