I'd imagine it's basic Linux. You probably don't even need an .sh file, except to know what address to connect to.

Actually, just realized it is a exe file, so I cannot share it, BUT, you can get the game and server launcher at this site...

Well in that case, then somehow that application conforms to the library's network requirements, whereas DS/Zan clearly do not.
There's really not much you can do about this except to try getting a VPN. Some people can host it from home - if you're using your own Chromebook all you need to do is get an SSTP connection working (I think it can be done from your network control panel, but I've never used one before so I don't know exactly how they designed the interface) but you need a server to connect to and that's what's more complicated to set up.
