Probably a find edge filter combined with b/w filter and then dynamicly recolored in engine if you were to ask me. It's an awesome effect though!

tbh i can't see how neon sprites in the middle of dark rooms would be good for deathmatch. Has a clashing distraction factor to it, you'd have to make the rest of your map lined up with neon to match

Edge filters, you say? Do you know what happens when you use edge detection on a depth buffer?
Also, I did more work on my UE1 vertex mesh viewer. It can do animations now (sorry for the irc window at the beginning, too lazy to edit it out)
