It means you can make your own weapons from scratch in a similar vein to DDF.

No. Currently, you can make changes to Doom weapons only using a Dehacked lump. Obviously, the weapon you change you lose so this only works for replacing a weapon, not adding a new one. Also, you can import weapons from one game into another, so you could theoretically have every weapon from Doom(2), Heretic, Hexen, and Strife all together in a PWAD. However, all of the non-Doom weapons are un-modifiable.

One of the most anticipated features of 2.0.64 (which will likely not be named that when it comes out :P) is custom weapon support in DECORATE. Because DECORATE allows completely new item definitions, this will allow for truly custom weapons that can pretty much do whatever you like, without having to lose the original weapons to do so.

ZDoom 64 sounds like a failed Nintendo project.

I have a feeling that it'll end up being called "ZDoom for Longhorn". *ducks*
