True, but if it's a wad someone's made which already had decorate stuff you'd have to modify it and send it to anyone you wnated to play with... And so forth.
So it's the same for both issues. Besides, who except for HotWax would want to play with an inaccurate chaingun? Chaingun sniping is what makes it a good weapon.
Can this flag also allow monsters be immune to hitscans from the same species? It's too easy for them to get mad and kill each other, leaving the player with little to do but dodge.
Making the inaccurate chaingun is as simple as giving the Fire state a single frame with A_ReFire and defining the Hold state to have the actual shooting.
No, that would have to be a different flag to have more control. Strife's Inquisitor, for example, is immune to other Inquisitors' splash damage but not to their hitscan damage.

And Doom isn't real. I don't see your point here. If it's there, we may as well abuse it. Everybody else in every other game has done something they probably shouldn't. In newer games it's worse than using a gun to shoot accurately long range. Hell, some of this things warranted hot-mods before now.
