Not the point. The strange thing isn't that the flames can cross water. It's that if a maulotaur is standing in the water, slime, or lava when he tries to launch them, they will not appear at all. However, it he's standing on land, they will appear and cross over any surface like usual.
I think this only applies to vanilla Heretic though.

Changing the intentional gameplay is a bad idea. Agreed. And whilst we are at it, the Cyberdemon needs to fire something far less explosive. Those rockets can be really dangerous.

Fire can burn over water. However, it cannot burn underwater. For example, if you pour gasoline (or petrol in Enjay's case) into the water, following up with a match immediately behind it, if done correctly it should wind up creating a fueled explosion of flame that engulfs the surface of the liquid. However, as the petrol sinks to the bottom (being heavier than water) the fire will eventually go out after a short bit.
