That is not a bug. If you don't want this you must give the splash the 'noalert' flag in the TERRAIN lump. What you experience is the standard behavior of splashes in Heretic and Hexen.

I'm not sure if this is a bug or ZDooM is simply doing what it's designed to do. When the player steps in deep water it wakes up all enemies that would normally be woken up by player attack sounds. In other words, it seems as if the "sound" of the water splash wakes them up.

As I mentioned, this may not be a bug. Personally it makes sense for this to be a "feature" of ZDooM, but it would be a good idea to let players and map designers know about it. Unless, of course, this has been something that people have known about all along and I'm simply behind the times. In which case I'll shut up now.
