In Doom, I did not notice anything similar. In Heretic on E2M2, I noticed as though the opposite effect (i.e. the decals on the walls near the torches removed the flicker). In Hexen, I have seen this more than once. In general, this effect appears near objects with lighting that are very close to the walls, such as a torch in the video.
In LzDoom3.87c and GzDoom 4.5.0, 4.6.0 this bug is not present. In GLES renderer also not.
My PC : Athlon X2 2.7GHz, GTS450 (latest available driver), DDR2 800MHz.
