Is there an easy way to scale w/o interpolation?

Straight off, i'm trying to recreate process of creating the sprites like them good people. I know that ID made shots of toys at most, edited them, and then changed some stuff that wasn't good on eye. How would it be for modern time? I already have all needed shots of a cheap toy pistol i bought just for this thing, but the problem is: Is there a way to scale down a image without interpolation (without mish-mashing-many-pixels-into-one type way)? I think i'll manage to parse the sprites into playpal palette though, so it's mainly problem with scaling.

Also, sorry if it's kinda off topic :| , i just thought people here know about this good enough, considering how much of good sprites i've seen in mods, both drawn from nothing and modified assets.
