Self explanatory: Using Heretic as IWAD in MBF21, the Block Players flag doesn't work on linedefs.
Here's an example wad with the problem. Just walk up to the Ethereal Crossbow platform: you'll notice the fences don't block the player.
GZDoom version tested: 4.14.0 and 4.14.1

Not unique to Heretic. The map attached here works fine in DSDA-Doom, but the wall is fully passable by the player in GZDoom. The Block land monsters flag is also ignored.
