When I try to start 4.13.1 I get the following:

re: dll set, this was the set of .dll's compiled out of vcpkg which was also used to build the release.

Where does that new dependency come from? It shouldn't be there unless something wasn't configured properly. Did you actually compile libsndfile from vcpkg instad of just shipping the official one?
