[Raze] Sin City Shader

This is a basic version of my Sin City Shader, for Raze. This was used as a prototype for enabling the custom post-processing shader feature within the source port.

Note that this uses a feature that is still in development for Raze so usual other caveats may apply - here be dragons and things are subject to change.

Raze 1.4.0 should support this.
