You sure you're not thinking of Quake 3?

There are two kinds of wadfiles, iwads and pwads. The iwads cost money, we're not going to tell you where to get them because that would be illegal. pwads are available in droves from various ftp sites around the world. If you're looking for a specific pwad, just ask and I'm sure someone will provide a link for you.

There is no automatic downloading feature. There is also no server. Finally, there is no spoon.

You are still not teh win.

If you look for a PWAD but can't find it in 3darchives, try looking into
/pub/idgames/ls-laR.gz, it helps a lot!

as mentioned already,

ftp://3darchives.in-span.net/pub/idgames/levels/

is a good site to start. Or if 3darchives is too busy, try some mirror site.

I think s/he is talking about ZDaemon, which has this feature to download the pwad being played (if that server has enabled a link to the site).

Duke, you are probably thinking about zdaemon again, because zdaemon has servers running and the wad file being served is usually visible in the launcher. There is no downloading feature in zdaemon, probably will never be although you can ask on the zdaemon forum.
