[1.0.3+] SE24 not doing anything

It seems that SE24 (Conveyor Belt) is not doing anything. This is particularly noticable in maps using this SE for moving train effects, such as in "Train In Veins" from Metropolitan Mayhem (attached below). Outdoor area is not moving, destroying the illusion of a running train.

This is not an EDuke32-specific effect since it's already used in early addons such as "The Final Confrontation" from 1997.

Tested with:
Raze x64 1.0.0pre-28-g9bebd7fab

Effect works in EDuke32.

Fixed. It's still in a work branch but that should be merged over the next few days.
