[Fixed] "Disable Menu Clean Scaling" option is backwards

"Disable Menu Clean Scaling" option is backwards

CVar is "m_cleanscale", and setting it to true enables the old clean scaling code. The menu option is "Disable menu clean scaling", and setting it to "On" sets the CVar to true.

Looks I picked the wrong option value set. (OnOff instead of OffOn)
