How do people normally make custom sprites/weapons for doom?
Is it all rendered models, drawn out, or something else?
Are there any tools for making custom weapon sprites?

Theres not really a guideline to it, Some people draw this stuff from scratch (like Amuscaria/eriance, DoomNukem, etc.) and others graft other sprites and stich things together (frankenspriting). You don't necessarily need to be an artist to the latter but you do need time, patience, and some sort of image editing software. Personally I use Paint.Net cause its free but it has enough features and plug-ins to do just about anything I would want with sprites
It can feel daunting at first but it can also be fun to experiment so nothing really needs to be perfect at the start. Also there is some tutorials on this website for doing certain things like say putting a weapon flash convincingly on a weapon or making brightmaps so you don't have to go completely in the dark.
