I've been looking around for an editor for Rise of the Triad but every one I've tried fails to run on Windows 10 Pro. I presume most of them are 16 bit and, so, Windows 10 hates them...
Ideally, I'm looking for one with the simplicity of the old "drag a square and drop textures" editors but anything'll do!
Anyone know of one that works?

Rott3Deditor v1.30, not sure if it still working on Win10, if not, try Compatibility setting to Win7.
Or if you want using 16bit programs like ROTTED or ROTT Mapper Deluxe, use DOSBox + Windows 3.1 maybe working, or using VM Win95.
