Would gzdoom run well with this bottlenecked system?
Celeron 346 3ghz (which apparently only has the performance of a p4 1.5) but it has a pci-e slot... so I'm tempted to put my 1070 in there. Would it be able to handle maps with complex geometry?

Probably not well. With the apparent age of the system, it's quite expected that the PCI-E slot won't have as much bandwidth available as more modern (and designed for gaming/supercomputing) slots.
CPU speed rating is not everything (as you've clearly stated) but there's some things the CPU will still be able to do well.
At any rate, such a CPU would also be bottlenecked by the BSP walker in GZDoom.
So basically, maps like E1M1 and other vanilla maps will run quite well. Don't expect Blade of Agony to run at more than 5-10 FPS in that system, though.
