I tried takeown and I tried to use properties/security/advanced and changing the owner, neither one of them really stuck.
There doesn't appear to be anything really wrong with the HDD itself because I'm able to access it via CMD and even access programs on the HDD. It wouldn't even be a big issue except it's also the HDD to my laptop (I use an adapter with my desktop) so, without it being able to have access, my laptop has nothing to boot into.

If you can access it with command, does "explorer L:\" work? Where L: is the drive letter name?
When you do Start->Run->Diskmgmt.msc what does the resulting window look like? Can you post a screenshot?
It sounds to me like a policy issue.

You should be able to assign a letter to it by way of the Disk Management tool.
