For about as long as I can remember on this PC, I've been getting some weird stuttering in pretty much any 3D application. It can be software rendering, DirectX, OpenGL, it makes literally no difference. Using a tool like FRAPS, I can see that my FPS is a solid 60 and when the stuttering happens, it still stays at 60. It's not like it happens and then goes to 55 and then back to 60. The even weirder thing is that when I record video using FRAPS, it completely goes away. I mean completely. Silky smooth no stuttering. I've been told over and over that something like video recording is supposed to make it worse but the thing is it's not.
Here's an example. Using Doom Builder 2 in Visual Mode.
When I move the aim around and highlight various sidedefs and keep doing so, I see tiny skips in the visual output. It's hard to explain but just imagine the picture is skipping around ever so slightly. When I move the camera, if I move alongside a room but look into the void I can tell that the visual output is "lagging" behind a tad. Every second it will jitter a small amount. Same thing if I just move the camera around in a circle shape in the void with something in sight in the distance, same thing. I did a test and recorded some using FRAPS, it doesn't happen at all while recording. Solid 60 FPS, no drops, no stutter. Stop recording, comes back right away.
Another example using Doom, if I'm playing GZDoom and on virtually any map, I can do the same thing as above (turn my aim in a circular motion), I can see very small stutters in the video but FPS is reported as solid 60 the whole time. Record with FRAPS, solid 60 and no stutter anymore. Stop recording, comes right back again.
I am very confused here, and I can't find a solution anywhere. At my wit's end.

Nope, monitor is set at 60Hz.
