How do I use this custom tab?

Hi there.
I'm aware it is a very "n00b" question, but how do I use this "custom" tab in Ultimate Doom Builder? I set these values to these sector's, believing it'd make them scroll their floor texture and also carry stuff in them, but it did nothing. Did I do something wrong, or maybe I didn't I get what it is for entirely? O_รต
