[1.11.2] [Duke3D] Monitors of static don't animate

The monitors showing static (SCREENBREAK6 to SCREENBREAK8) don't animate anymore. These screens seem to be controlled by the game code rather than the normal build animation system. The other animations controlled by the game code, the rest of the monitors that occasionally blink static and the force fields seem to be working fine otherwise. This can be observed very easily in E2L1 by running over to the computer area with the shotgun, which contains a force field, two normal monitors, and several static monitors.
