Performs the exact same things as a regular SkyViewPoint, only it's set to view a single angle. Can be controlled in ZScript too.
This will be very helpful for things like levels, where I don't want the background being turned at all such as in the middle of a maelstrom or tornado effects. Also great for manually working with parallax backgrounds controlled by the player.
