I surveyed the Raze Discord about reasons people like and dislike palette emulation. The most stated reason against it was that it the reduces fidelity. The most stated reason for it was that it improved the color appearance.
All of this this mirrors my feelings about it.
I posted a concept a while back, using ReShade: viewtopic.php?f=347&t=67663 The drawback is that adds color adjustments on top of everything. As a consequence underwater areas, and power ups don't render correctly. If a similar function was inside of Raze, that would in theory bring the best of both worlds.
TL:DR Could a feature be added to Raze that simulates the PE-colors in truecolor?

It will come back - when I find some time for it. It only got deactivated because the shader was swapped out with GZDoom's and that one currently cannot do it.

It won't be the same because Build's palettes have this strong red bias.

Could you use of a blend mode function to combine truecolor luminosity and PE hue and saturation?
