This seems to be the same as viewtopic.php?f=340&t=68946 , with the key difference being that instead of plain stuttering I also get the nasty screen spasm, which occurs in various instances and levels, not just E3L1 of Vacation.

In the first map of WW2GI there's also a place where it happens, my guess is that the crude fixed point math fails somewhere in there.
