I'm not sure if this is an oversight or intentional, but the purpose of the CHANGEMENU event was to allow the modder to redirect certain menu options, or to have CON code execute upon changing the menu.
In Ion Fury particularly, this event is used to unlock additional gamemodes and zones in the 'newgamechoices' menu once progress has been made throughout the game.
Therefore, removing this event essentially breaks this aspect of the game entirely.
The CON file in the attached archive demonstrates this. In eduke32, it prevents the player from changing the menu at all, while in Raze it has no effect.
