This one isn't bad, but I haven't checked if they place any restrictions on the distribution of any generated sound files.

You might also consider using xVASynth. It is on Nexus mods but it's actually a stand alone program.

And by way of an explanation, I have a friend who refers to all sorts of animals by made up names: legumes are cats; doggle-oggles (or just oggles) are dogs; ooms are cows; Wilfords are horses and gnuds are slugs. So the video was just thrown together as a bit of a joke for him.
[It's also a bit better if you watch it on YouTube because I added subtitles that don't show on the forum-embedded version, and some of the words are a bit indistinct. (It was my first time playing with the app.)]
