Is it possible to play the add-ons under World Tour in Raze?

I wanted to play Duke It Out in DC using the new voices/sfx and tried using -file dukedc.grp and picking World Tour, but it still loads in the old sounds. Is there a way to incorporate the add-ons under World Tour?

Also, I have both World Tour and Megaton Edition installed, would that create any additional problems?

No. The add-ons use their own .con files that have different content than the main game - which again differ from World Tour.
You'd have to edit the sound definitions yourself to make it work.
