There's an option to use "tiny" font in the forum text editor, but it's not usable because "You may not use fonts smaller than size 85". Size 85 corresponds to the "small" font, and "tiny" is size 50. So, either the size limit should be lowered to 50, or the "tiny" option should be removed from the selector entirely.

For whatever reason, phpBB lets the administration restrict the minimum font size (which we have done, because folks just kept writing text that was too small to read), but does not offer any way to hide the associated option from the bbcode toolbar. There is nothing we can do about it short of modifying the forum software itself.
