Fuzz effect interferes with bloom

[Rip and Tear]

Certain fuzz styles interfere with the bloom effect. In this example, it causes the bright parts of the image to bloom far too much. Reproduced in GZDoom 3.3.2 on macOS.

Unfortunately, without redesigning how the bloom effect works this is pretty much unfixable.
Put on hold for the time being.
