Task bar still visible when in full screen
Title is self explanatory. I tried changing resolution, turning off fullscreen and redownloaded gzdoom but nothing seems to work.

Sounds like you're using something other than Windows Explorer as your shell - or you are using a very highly customized version of it. Do you have any addons that modify how Windows Explorer works? They could be the cause of this.
Generally in Windows on all versions greater than 7, any time an application defines a window size at or greater than the display's resolution it will remove the "on-top" attribute of the taskbar to allow the large window application to gain almost exclusive control of the screen. Something is interfering with this behavior.
