That's a highly difficult subject when it comes to game resources. This is by no means intended to be taken as official policy, but I feel that as long as it's not intended to be sexually oriented, it might be alright...but only Randy, who has access to his web host's terms of service, would be able to clarify one way or another.

For that matter, I didn't even notice that there was supposed to be a penis on it, even after Reed mentioned it.

It's not meant to be erotic at all. I'm a straight male, and even if I was gay, it's a monster. If you zoom in on it in paint, you will notice it; it's hard to see from how far out it's zoomed. It's suppose to be a creature of pure id. Id is rage and raw instincts and demons are often described in many mythologies of either being id-driven creatures, or manipulating the ids of human beings. It's meant to be somewhat vulgar in an intimidating way as well. Vulgarity and intimidation are two things that are common with demons in mythology. The bottom line is that the penis isn't meant to be pornographic, or an immature joke.

Well, I can tell you this much. Look at the Doom rocket launcher sprites. They all appear to be phallic. I'm pretty sure John Romero isn't gay, in fact the sprites send the opposite message - that the game is masculine. The rocket launcher and the entire game feels masculine. The rocket launcher is an extension of the players' masculinity. Traditionally in art, something phallic is actually meant to represent masculinity in a similar manner that the last boss on Rise of the Nightmares' femininity is represented by the fact parts of her resemble ovaries and a vagina, because the last boss' actions in Rise of the Nightmares are driven by feminine maternal instincts.
