Yeah, that's quite true actually... on the other hand; why would hell only send those minions that fit into the enviroment they try to invade?
As long as they don't send a magma elemental onto an icey peak for example, I don't really see a problem

That's true actually. But for me personally, exhibit #5 is even worse than #2. Where will THAT monster be coming in?! I seriously hope he doesn't appear anywhere in the first few levels....

Why, it's just another kind of demon!
Again, I think it would be pretty unlogic from "hell" to only send monsters that "fit" the enviroment!
Imagine this:
Some kind of hell-overmind prepares it's hordes to invade Phobos, but looking through the minions, he suddenly says something like this;
"Oh, you don't have enough cyberware attached to you, we can't take you to invade a tech-base"
or
"You look more like something from a medival tale, so you have to stay at home, this is the future!"
That wouldn't make any sense, would it?
Furthermore, you shouldn't look at these monsters as creations made for the Phobos attack, but see them as permanent members of the population in hell.
So, why keep them at home if their strenght could help to dominate the human race?

No I totally understand what you're saying. I just don't personally see a lion and a jackal as fitting the rest of the image that hell is trying to present with its other monsters. But I guess I'll reserve full judgement until I play it.

Well, the Lion idea is inspired by the lion heads on various textures such as SW1LION! I think it makes sense to have a creature wich rpresents this image, just like there is a marble wall texture for the Baron, Arch-vile and the Icon of Sin.
The Satyr, wich you called jackal, just evolved this way, because I was trying to give the Satyr from the MRW a look that fits a bit better for the name.

Basically, all the maps are finished layout wise and the mod has moved into the bug and gameplay testing phase.

This time it's for real, like Graf already mentioned somewhere else.
Architecturally complete means that no more adjustments to the layout or visual aspects of the maps are left to do.
Like TDA mentioned, the only thing left concerning the maps is getting rid of a (very) few bugs and gameplay testing/perfection.

Upon assessing the project as a whole, we found it was necessary to bring parts of the architecture which were lower quality up to the standards of the rest of the project. That process is now complete.
We won't be doing any more construction now. We just need to take care of the loose ends.
