Well, a little experimentation of my own finally found something I was looking for: an old shareware version of GoldWave (v2.11) that runs in Windows 3.1, and unlike newer GoldWaves, actually allows me to disable the interpolation in the Resample window. I achieved quite positive results with my test file (Dracula's "What is a man?!" speech), taking it from a 22 Khz to 8 KHz 8-bit unsigned.

Now to actually do something with this newfound technique.

I have another one, Wavosaur has a lot of resampling options and allows you to disable any kind of filtering.
