Maybe not so hard:
Just set a Linedef in the entrance to the indoor areas, and execute a script (226 line action) to deactivate the rain actors/particles, and another linedef in the exit to activate them.

At now i am at work and my boss just walking arround, but i will try a sample map tryin this at home at night 8)

Yeah but what I mean is if you're standing near it rather than in it you'll see rain indoors. And if you're indoors and you look outside you won't see any rain.
