This is a standard practice in Japan. It shows how many people in the ultra-generalized west (for ease of use) have some sort of mental isseu around default buisiness deals in other nations. They have a pachinko and slot machine for nearly "everything".

Not only that. I am not from the West, and I also find this excessive. *Yes, I know that the health regeneration was in MGS since 2, but it was very limited. In 2 it was partial and required Bandages or standing still for a few seconds. In 3, it was reliant on your stamina. And in 4 it required good emotional shape (do not look at me, I know it is nonsensical

Irony is, Konami recently released its financials for the fiscal year, and while profits are up, the pachislot division took a hit, and the divisions that saw an uptick in profits were the console & mobile games divisions. Cue Konami execs & PR people making assurances they're trying to 'win back trust'.
