No, it is entirely inaccurate for the SS, but the Luftwaffe and the Kriegsmarine (air force and navy) wore blue uniforms.
The brown ones were only during the very beginning, the SA also had brown uniforms. Later the SS become more distinct from the SA and adopted their new uniforms, then the SA was destroyed because the SS was better. Anyways, enough history lessons.
But the SS is actually wearing black in Wolfenstein 3d, it's just the palette doesn't have enough shades of gray, so they used blue.

"Better", of course, being a relative term in this case.
As an interesting aside, Hugo Boss was involved in the manufacture of WWII German uniforms. There is debate over how much involvement, if any, he had in the design process but his company (including the use of forced labour) certainly made uniforms for the Nazis. Perhaps that's one of the reasons that the German uniforms looked so damned good.
Allied zombies perhaps? (P.s I said Allied because it reminds me somewhat more of an allied uniform.)
Okay probably not a good idea, needs more blood and stuff, I only did this by mixing 2 sprites.
EDIT: Remind me not to use Tinypic.
It didn't have an overabundance of grays, only gray midtones/highlights. (Dark grays are quite scarce.)
And yes, that's a quite substantial difference.
