Another suggestion! Although this might go against the whole urban theming!

Dark 7 and the Dark 7 Mission Pack 1! Dark 7 is essentially a stealth mission set in an Arctic base, which, according to the Doom Wiki, is inspired by 007: Tomorrow Never Dies and Syphon Filter. I like the gameplay of it, as you get to do a lot of neat side objectives that go beyond just going to the end of the map. Environments are pretty much as described: a tech base in some remote tundra region. Dark 7 Mission Pack 1 is essentially a sequel to the original Dark 7, serving as a special edition of the prior work.

Goes great with Monster Pack mods, wherein you fight against human enemies. My favorite monster pack for this is Doomless Insurgency from LossForWords.

I usually play mods like Crimson: Soldier of Knothole, and recently, Azuryte: Withdrawal. However, Dark 7 MPK happened to have its own weapons set-
