This bug is exclusive to the software renderer and present in all versions since 3D floors were added.
No decals are drawn on the sides of a 3D floor.
GZDoom's GL renderer can display them so physically they are definitely present.

Happens in any map with 3D floors, the place where I noticed this is the bridge at the start of Nimrod's MAP05.
