How come I can't change the fighter's axe and hammer?

How come I can't change the fighter's axe and hammer?

Okay this has been trifling me for a few days. I'm pretty darn certain that the KEYCONF is correct, and the inherit names (FWeapAxe and FWeapHammer) are correct, and I've tried using the fire state, altfire state, hold state, althold state, and melee states to try to check which one is the thing that's being called when he uses his weapon, but it doesn't change. I've gotten the axe to change it's mana usage, though, but it still fires the same way. I got the gloves to work, but you have to switch out, type nra, and switch back for some reason. BTW, I'm working on alternate firing modes for tome of power. Help?

Probably easier for you to post your KEYCONF and DECORATE lumps so that we can have a look at them.
