Meaning that, depending on situation, they float in midair.

This is one of those truly annoying original Blood bugs where rotating a sector does not move any debris or decal sprite along.
This obviously needs fixing later but it's beyond the scope of the floating point refactoring as it needs some rather involved changes in actor handling.
