No, and the post-SteamPipe version also uses heavily outdated SDL libraries for input.

I think disabling it in Windows instead may help a bit, but then the mouse will suck outside of games, and it's not recommended to constantly fiddle with it either. Keep it either on or off.

Personally, the input stuff is pretty much my main gripe with the new version, the game was much better without it... Valve is still updating the games though, but... very slow, at their natural pace, since they aren't the money cows they used to be, so there's far less incentive to fix them quickly now as a result. There is even a ticket for this on the Git repo, opened way back in 2014 or so, and it's still open and unfixed...
