You'll have to break down what "which ones are applied where" means.

For example, if I want a certain texture to be the floor, how do I make it the floor? I'm sorry if this is a dumb question, I will share the tutorial I'm using. http://www.lofibucket.com/articles/modding_doom.html

You need GZDoom Builder, and you simply apply the textures in it. There's plenty tutorials on how to use it out there.
Regarding your question, there are textures and there are flats. Flats are floor/ceiling textures, but you can pretty much use either flats or textures on whatever surface you wish, there's not a limitation here.

Ok. that makes a LOT more sense. i was trying to do it without a program, it didn't state that I needed one in that tutorial. It just said make a bunch of folders... i installed slade, and i have actually done quite a bit! thanks guys!

I'll upload screenshots soon!
