Unless I'm mistaken, this RAM is actually slower than the RAM that works for it. Is it possible that it being too slow is a problem?

I doubt it, but not impossible. Regardless, considering it's a branded computer, it shouldn't be too picky with the designed frequency of the memory.

Weren't branded computers supposed to be the more picky ones? That's the only reason I can think of for it to fail like this other than using 1.5V instead of the 1.8V that RAM for it would use. Interestingly, this PC2-6400 RAM I found at a similar price also uses 1.8V, perhaps that means it's more suitable for this computer?

They aren't that picky.
Either ways, it's best to find the list of known good memory for this model of computer (if there's one) to get an idea what's compatible.

I'm not sure where I can find a list of compatible RAM specifically for Dell Compaq DC7900 Mini-Tower. The closest I got was the crucial which recommended some PC2-6400 RAM.
