But TC means a mod. And even The Forestale is frequently called a mod.

which is wrong, at least because this game doesn't modify anything, and the engine positions itself as "GZDoom-GPL (indie GAME engine)".
And also it's commercial and is already in Steam Greenlight. There seem to be other games that would fit the "Games on GZDoom engine" section,
like:
Xenomia, Action doom 2, Adventures of square, Nocturne in Yellow, Call of Abdulov. Maybe there are others...
Such a section would let people know that these are games, not mods, and that they don't need to download and use a doom iwad to play them.
And it's kinda a pity... All in all, if you rewrite the code from ACS to C#, the rabbit game can run in Unity. And that won't be a mod and can't be one
These are some reasons to create a section for full games or at least to add "For Total Conversions, full games and projects that don't otherwise fall under "levels" or "gameplay mods." to the current description.

You're missing the part where this also fits under "Other Projects" - we don't have enough complete standalone games to warrant giving them an entire section of the forum, so it shall remain in "Other Projects." Besides, you're not losing visibility by being here or anything like that.

And on Steam platform, even earlier agreed through the publisher "Atria games", and the publisher says if it does not pass the greenlight, then it will go through Steam direct.
I would also like to try Google store(PlayMarket) for smartphones, because I think the game on the smart phone looked great, but unfortunately the Beloko does not respond to the request for porting, and who else could port gpl to gzdoom do not know.
The publisher can not also port it, Does not possess such means
