I know how you feel bro. That was my reality too. My first PC was a 486 that i used until 2004. Than, my second PC was a PII in 2007, and so on. I never had a top computer, and all my desktops since the PII were frankenstein-ish, re-using parts of other dead pcs that my friends were about to throw away (and for that reason i had 8 different computers since my PII from 2007 to now, because they lived 1 or two years long at max). My last desktop is still alive though, a 3,2Ghz Dual Core with 2GB RAM and a Geforce 8400 GS (which fried to death last year) that i used to play some light stuff and Doom modding, but thanks to my girlfriend i'm now using her old laptop that she gave me as a gift. It's not that good, but it's the closer to an up to date computer that i ever had.

However, thanks to that experience i became quite good at picking my games, because they had to work properly on my poor systems or i wouldn't play anything. So here's what i think it would work for ya, phantombeta:

Medal of Honor: Allied (and Pacific) Assault
Half Life 2
S.T.A.L.K.E.R. series
Painkiller series
Call of Duty 1
Dark Forces 2: Jedi Knight (and Jedi Academy)

Also, since we're both from the same country, i would recommend you to save some little amount of money (something around 100 bucks) and buy a cheap video card if you can't afford a new computer for now. I was able to play even some "modern" games like Fallout 3/New Vegas and Resident Evil: Revelations with my last desktop (and even more up to date games using the same system + a GT240 GPU, that didn't survived for more than six months on my hands), at playable frame rates assuming that i used low graphic configurations.

Can someone recommend me a good FPS game?
One that should run on 1.9 GB RAM and on a 2.40 GHz Celeron processor with only the integrated HD Graphics GPU. (Has OpenGL 3.1 or something)
I'd prefer if it were from < 2005 and with graphics that do still look good today.
Oh, and it has to run on Windows 8.1.
And how'd you get Windows 8.1 to even run on this thing?

Anyway, I can offer a few recommendations.
OpenRA, which is an open-source version of C&C Red Alert, is pretty darn good and faithful to the original game. Comes with C&C Tiberian Dawn and Dune 2000 as well. Only problem is that not all of the missions have been ported over yet, but it has been specifically engineered for newer operating systems, including Apple OS and most Linux platforms. OpenRA is free.
FTL: Faster Than Light (Steam Link) is a relatively new game with very low system requirements. This is a really good tactical bridge-commander type game that I recommend to anyone. As of this post, it is on sale for $2.49, and you can buy the soundtrack for a dollar more (and I especially recommend that!).
MechCommander 2 was released as freeware straight from Microsoft a little while ago. The mod project MechCommander OmniTech, which is based on this release, is looking quite promising. You can find a lot of campaigns designed for MC2 or MCO on ModDB. As a huge fan of the BattleTech franchise, while MC2 is buggy as fuck, it is at least functional and I did find it rather fun despite its problems.

I have been playing a lot of Town of Salem with my girlfriend of late. Also free, this browser-based game really tests your mind and wits over other players. Lying and deception are encouraged in this game.

Music, games and resources for mods and games. I've got nowhere else to store them. (Obviously)
And also ISOs of Linux Mint, Windows XP, Windows 98, things to make those actually work properly and the VMs I used those for.
Oh, and also some installers that I haven't deleted because I might need to reinstall the programs.
(Also, this HD is like, 200something GB and I have only 212 GB usable because the rest is allocated for recovery partitions.)

I haven't seen anyone suggest this, but Chasm: The Rift might not be a bad choice! The game is less than 100 megs when installed, and it even has a level editor, if you can figure it out. :p

Now that's a bad situation you are... Well, if you don't mind, i would like to ask you... how old you are? Because, if you're still a teenager, you could join those government programs for young people to find jobs as trainees. It would be low cash, but you surely would be able to mount your own computer in a while. I could also send you my spare parts via registered mail (Sedex) however i don't know if it would be any advantage for you: it would be a 6-7 years old machine as weak as the one you have now -- no, it would be surely weaker :(

Well, if you have some spare RAM, even if just 2 GB, it'd be okay, since my RAM is faulty. (Well, it would have to be DDR3)

Up until Steam many FPS games used to have demos, so you may want to check out http://www.gamefront.com/ and try some before buying...

The Half-Life: Uplink Demo for example even has exclusive content. the location and scenario in this demonstration does not appear in the full game!
