Do ZDoomGL and SkullTag support it? (If yes since what version?)

I should think not (I know skulltag doesn't support it, and ZDoomGL I don't keep track of).

SkullTag has no decorate support AFAIK and I haven't got a clue about ZDoomGL.

ZDoomGL is a few versions behind, so no. Heck, even the latest "official" release has none of the weapons coding. You'll need the .96x "unofficial" community build versions in order to use the DECORATE weapon system.
