Dom format? are you talking about my Hexen mod Dream Of Magic? :P

Ok, now let's get serious. To have them into doom format just open the hexen iwad with XWE, export all sprites, then make a new wad, import and that's it. You'll get the color-loss (yes, I mean "loss", not "less") hexen stuff.
If you want a simpler way, Slumped can convert sprites into PNG; just transform all you want from hexen into PNG and copy to your desired wad.
And other option is use Bagheadspidey's Converter tool (I cant remember the exact name), it converts into PNG too, but is said that works better than slumped. I never figured (nor tired very hard) how to use it, but it have a readme. Just look for DoomCrap (collection of really awesome programs) under Projects.

Bagheadspidey's one works better because Slumped incorrectly converts some of the pixels in the Hexen sprites to transparent.

To use BHS's tool, you need to export all the sprites you want as BMPs (eg using XWE), then export them again in their raw lump format. (The information about offsets is stored in this format.) Then run the tool, pointing it at the directory where you have placed these files. It runs a series of commands, using the source files as info, and creates a PNG with correct transparency and offsets for each sprite graphic.

Or you could just go the lazy way and take it from this guy's Hexen resource wad.

Actually XWE does the Doom palette conversion for you when saving to a file the sprites.
