Eagle Eye. The movie seems to have been written by a focus group who only learned what a computer was last week, and decided to make a movie about System Shock except their only knowledge of it came from their eight year old nephews who read the plot summary on Wikipedia.

T4XI (a French film) lacked the focus of the original movies (which was the taxi) and featured a crappy shootout scene that reminds me of Scarface.

Elysium. Very cliched plot played very straight. Manages to feel too long yet provides very little in the way of detail, background, or character development. There are many movies out there with a similar premise that do a much better job.

To be fair, everyone was expecting something great after District 9, and that may have coloured my perception.

I'd find this thread a bit more interesting if it was spun more towards "Movies that people seem to like that you thought really sucked." If I may stretch our definition of "Bad" to mean that, I must share that I think Burn After Reading is a pile of gigatripe.
