twicerisen.ath.cx is dead now, and won't be coming back. The only real traffic it was getting was for ZDL 3.1 anyway. Hasn't that been superseded by now?
Does anyone really care if there's an "official location" for ZDL 3.1? There's a near-zero chance I'll be making updates to it anytime soon.
But then, the page was still getting a couple hundred hits in a month... so maybe there is a need? If so, who wants to host it now?

Why is this in editing? Perhaps it could be reuploaded to DRDTeam file sharing? (are utilities accepted there?)

The file is licensed such that anyone can host it anywhere they want; so the question is only really about an "official location". Personally I don't care if there isn't one as long as people know where to get it if they want it.

Maybe ZDL could be made official and then hosted with official releases of (G)ZDoom as an optional download? That way newcomers will be aware of its existence from the get-go and ZDL will have a new home.

Oh dang, I totally missed this thread!
When I set-up my Github repository for ZDL4, I made a repository for ZDL3 and it's derivatives as well, (Risen's code is in the "risen" branch) so the source is archived somewhere. I just don't have a place to upload the binary package.
For general use, I recommend using ZDL 3.1 or 3.1a as the last version of ZDL 3.0 that I compiled may possibly have malware in it due to some funkyness in my build chain at the time. Even just compiling it yourself from source will fix it, but 3.1 and 3.1a have some nice bugfixes too. Hopefully the 3.1 and 3.1a builds can continue to be hosted somewhere. (Honestly, I don't even know where 3.0 is anymore o.O)
I wonder if I can host a compiled binary package on my Github account...
